WBS Category
One enterprise WBS Category (default Project Phase); PHASE / phase_id

What a planner means
The organization has one WBS category (Professional: Admin > Admin Categories > WBS Category). Default name is Project Phase. You can rename the category; Oracle: values and assignments do not change when you rename it.
Each WBS row can hold one value of that category. Oracle: use it to organize, filter, and report WBS information in all projects. The value “applies to this WBS in all projects to which the WBS item is assigned.”
This is not an activity code (those are on TASK). Not a project code (except EPPM’s display of the same PHASE data as Current Phase). Not OBS. Not WBS structure.

Oracle: the PHASE table is what you see as the WBS Category column in Professional, or as the Current Phase project code in EPPM.
Do not invent extra PHASE columns. Do not treat phase_id as a WBS parent.
Microsoft Project
No WBS Category. Outline Codes or Text on a summary task are not the same object. Do not map PHASE to Outline Code 1.
Don't
- Treat WBS Category as an activity code, project code (except EPPM’s Current Phase display of PHASE), or OBS.
- Treat renaming the category as rewriting values.
- Invent a PHASE hierarchy or a TASK.phase_id.
