What a planner means
View a profile of resource allocation across all projects is Oracle View a profile of resource allocation across all projects. Activities window; View, Show on Bottom, Resource Usage Profile (or Layout Options bar → Show on Bottom, Resource Usage Profile). In the right pane, Display Options bar → Show All Projects (a check next to Show All Projects means it is selected). Left pane Display Options bar → Select View, By Resource or By Role. It is a how-to. It is not stored as its own table. It does not create, edit, or delete a relationship. It is not the Resource Usage Profile object note, not Display the Resource Usage Profile (open only), not View a profile of resource allocation for a specific project, not Define the Resource Usage Profile, not TASKPRED, not EPPM copied onto Professional, and not Microsoft Resource Graph options.
Oracle does print a how-to titled View a profile of resource allocation across all projects. Oracle does not print a menu item named View a profile of resource allocation across all projects. The path that how-to prints is Show on Bottom, then Show All Projects. Do not invent View > View a profile of resource allocation across all projects.

- Note: "Bars and cumulative curves with negative values do not display in the profile. You can view the negative values in the profile details. Double-click in the profile to view the profile details."
That how-to fetched prints no OK, no Apply, no Save, no Yes, and no Resource Usage Profile Options dialog. Do not invent those on this how-to. How to turn on limits / overallocation / available units is Regular Histogram define, not this page.
The Resource Usage Profile is a different object note. Leave Resource Usage Profile as the object.

XER
The how-to is not an XER table. Oracle’s project XER map TOC has no RSRUSAGE / SHOWALLPROJECTS table. Do not invent a view %T. Show All Projects does not write TASK. Layouts travel as .plf. A Viewer cannot reconstruct that the planner used this how-to.
Microsoft Project
Microsoft Project can show a Resource Graph. Do not map that as P6 View a profile of resource allocation across all projects. Do not claim MPXJ writes a real MPP.
