What a planner means
Change an activity's start and finish dates in the Gantt Chart is Oracle Change an activity's start and finish dates in the Gantt Chart. Hand pointer on the bar end. Click and hold. Drag left to move start and finish back in time, or right to move them forward. Duration does not change. You cannot move the activity if it has already started. A Confirmation dialog may prompt for a constraint; Yes accepts it. Dates without Must Start On or Must Finish On may change when the project is scheduled. Manual future period values on resource assignments may be affected. It is a how-to. It is not stored as its own table. It does not create, edit, or delete a relationship. Oracle does print a how-to titled Change an activity's start and finish dates in the Gantt Chart. Oracle does not print a menu item named Change an activity's start and finish dates in the Gantt Chart. That how-to fetched prints no View menu, no Bars, no OK, no Apply, no Save, and no drag the middle of the bar. Do not invent those on this how-to.
Oracle Change an activity's start and finish dates in the Gantt Chart (Professional):
- "Move the mouse pointer over the activity's Gantt Chart bar end until it displays a hand pointer."
- "Click and hold the mouse button. To move the activity's start date and finish date back in time, drag the bar to the left. To move the activity's start date and finish date forward in time, drag the bar to the right."
- "You cannot move the activity if the activity has already started."
- "Changing a bar's position in the Gantt Chart does not affect activity duration."
- "When you change a start or finish date, depending on your application settings, a dialog box may display to prompt you to enter a constraint. To accept the constraint, click Yes in the Confirmation dialog box. If you specify start and/or finish dates without applying Must Start On or Must Finish On constraints, the dates you enter may be changed when the project is scheduled."
- "If resources are assigned to the activity, and the resource assignment has manual future period values, the values may be affected when you change the activity start or finish dates."
Change an activity's duration in the Gantt Chart is a different how-to. That changes duration. This how-to prints that dragging the bar does not affect duration.

Professional vs EPPM
Professional — hand pointer on the bar end; drag left or right; start and finish both move; duration unchanged; cannot move if already started; Yes on the constraint Confirmation. No View menu / OK / Apply on that page.
EPPM web — Oracle Gantt View Format of the Activities Page: Drag lines "Enables you to drag the start or finish of a bar in the Gantt to change the start or finish date of an in progress or not started activity. You can also drag the Remaining Early Start date of In Progress activities to a later date or to an earlier date as far back as to the Actual Start date." That page fetched does not print hand pointer, "cannot move if already started", or "does not affect activity duration." Do not copy EPPM in-progress Drag lines onto Professional. Do not copy Professional cannot-move-if-started / duration-unchanged onto EPPM.
Primavera Cloud is a different product (edge drag changes duration; middle drag keeps duration). Do not copy it here.
XER
The how-to is not an XER table. Dragging writes activity dates (and may write a constraint). Oracle’s project XER map TOC has no GANTTDRAG / MOVEDATES table. Do not invent a view %T. A Viewer cannot reconstruct that the planner used this how-to rather than typing dates.
Microsoft Project
Microsoft Project can drag a Gantt bar to change dates. Do not map that as P6 Change an activity's start and finish dates in the Gantt Chart. Do not claim MPXJ writes a real MPP.
